A product is low in fat if it contains less than 3gr fat per 100g for solids and less than 1.5 g per 100ml for liquids.

When used moderately they are considered safe because they reduce fat intake and therefore the total calories of the day. But it should not be consumed in any way unreasonably, as it would lead to the opposite result. They should be part of a healthy diet.
